Issue notice.

Tag with SLP(C) No. 23115/2003 and SLP(C) No.24218/2003.

Until further orders it is provided that the petitioners shall not be required to make any fresh appointment in pursuance of the impugned judgment.  However, the appointments which have already been made, shall not be disturbed.  Initially  Notice  on the Memo of SLP is allowed, the other documents may be supplied  later on. Substituted service in addition is permitted.
