ORDER:

1.                  With a view to supplement the core human resources of the government and to meet the short-term requirements, the Government has periodically permitted the departments to obtain services essential for the day-to-day management of the governance on contract/ outsourcing basis for a limited duration with the prior approval of Finance Department.

2.                  In the references seventh to ninth read above, the Government ordered for the continuation of contractual and outsourced services that were subsisting on June 02, 2015, initially up to December 31, 2014 and subsequently up to June 30, 2015.

3.                  After a review of the prevailing manpower requirements, especially in the light of the fact that final allocation of state cadre employees has not been completed by the Competent Authority, the Government has decided to permit all government departments to extend the contractual / outsourced services subsisting on June 30, 2015, for another three months, i.e., from July 01 to September 30, 2015.

4.                  Accordingly, the Government hereby permits all departments to renew the contractual and outsourced services subsisting on June 30, 2015, until September 30, 2015 or an earlier period, as deemed appropriate, based on the imperative need for such services by the department. The terms and conditions of the contract shall remain unchanged for both contractual and outsourced services.

5.                  These orders are strictly limited to those services, including those personnel that were taken up by the departments with the prior concurrence of the Finance Department. The Heads of Departments – Secretariat and the Departmental Heads – and the District Collectors are hereby authorized to extend the contractual / outsourced services that were subsisting on June 30, 2015, until September 30, 2015, at the State and the District respectively, provided competent authority has undertaken a review of the need for such services and has enough empirical rationale for extending the services by another three months. The conditions stipulated in the references seventh to ninth read above shall continue to dictate the services during the extended period of contractual services.

6.                  All Secretaries. Head of departments and District Collectors are hereby informed that no services shall be contracted or outsourced without the prior concurrence of the Finance Department and the approval of the Government. Further, they are required to furnish the details of all personnel providing contractual and outsourced services to the Finance Department latest by August 10, 2015, in order to enable the Government to take a comprehensive view of its manpower requirements.

7.                  All Secretariat Head of Departments – Secretaries to Government - are required to monitor this issue carefully and ensure that the information is provided to the Finance Department latest by August 10, 2015.

ORDER:  
1.       With a view to supplement the workforce to meet the short-term requirements, the Government has been permitting the departments to obtain the services of individuals on contract/ outsourcing basis for a limited duration with the prior approval of Finance Department.  
2.       In the reference third cited, the Government of India notified the Andhra Pradesh Re-organisation Act, 2014. Accordingly, the residual State of Andhra Pradesh has come into existence on the Appointed Day of June 02, 2014. In references fifth and sixth cited, the General Administration (SR) Department issued orders for apportionment of personnel working on contract/ outsourcing basis between the successor States of Andhra Pradesh and Telangana. 
3.       The Government issued general orders vide references seventh and eighth read above, continuing the services of individuals serving the government on contractual and outsourcing basis up to December 31, 2014 and 31st March 2015 respectively.  
4.       In order to avoid hardship to those personnel providing contractual / outsourced services to the Andhra Pradesh Government on March 31, 2015, the Government has decided to renew the services of those   personnel who have been providing services to the State of Andhra Pradesh, from 01 April, 2015 to 30 June, 2015. 
5.       Accordingly, the Government hereby order that the services of those persons who have served the Andhra Pradesh Government on contract / outsourcing basis continuously from June 2 2014 to 31 March 2015, with the prior approval of the Finance Department, be extended  up to 30 June, 2015, subject to the existing terms and conditions as mentioned in reference eighth cited.
6.       These orders are applicable only to those persons directly contracted by the government departments with the prior concurrence of the Finance Department and persons whose services have been procured from manpower agencies currently serving the field offices located in Villages, Urban Local Bodies, Mandals, Divisions, Districts, Zonal and Multi-zonal offices etc., in the territories that constitute the State of Andhra Pradesh and those working in the Secretariat departments, Head of Departments, State Level Offices if any, where such persons have been apportioned and provisionally allocated to the  State of Andhra Pradesh as per the G.Os fifth and sixth read above.
7.       The Departments concerned shall follow conditions in respect of outsourced/contractual services specifically mentioned in GOs seventh and eighth read above. 8. Based on these orders, the Secretariat Departments concerned shall dispose off requests for continuation of Contract/outsourcing services relating to HODs under their control without referring the files to Finance department.

Swine Flu

Swine Flu – H1N1
Causes of Swine Flu
Swine flu is contagious, and it spreads in the same way as the seasonal flu. When people who have it cough or sneeze, they spray tiny drops of the virus into the air. If you come in contact with these drops or touch a surface (such as a doorknob or sink) that an infected person has recently touched, you can catch H1N1 swine flu.
Despite the name, you can't catch swine flu from eating bacon, ham, or any other pork product.
Swine Flu Symptoms
People who have swine flu can be contagious one day before they have any symptoms, and as many as 7 days after they get sick. Kids can be contagious for as long as 10 days.
Most symptoms are the same as seasonal flu. They can include:
·                     cough
·                     fever
·                     sore throat
·                     stuffy or runny nose
·                     body aches
·                     headache
·                     chills
·                     fatigue
Like seasonal flu, swine flu can lead to more serious complications, including pneumonia and respiratory failure. And it can make conditions like diabetes or asthma worse. If you have symptoms like shortness of breath, severe vomitingabdominal paindizziness, or confusion, call your doctor.
Tests for Swine Flu
It's hard to tell whether you have swine flu or seasonal flu, because most symptoms are the same. People with swine flu may be more likely to feel nauseous and throw up than people who have seasonal flu. But a lab test is the only way to know for sure. Even a rapid flu test you can get in your doctor's office won't tell you for sure.
Tests for Swine Flu continued...
To test for swine flu, your doctor takes a sample from your nose or throat. You may not need to be tested. The CDC says the people who need to be tested are those in the hospital or those at high risk for getting life-threatening problems from the flu, such as:
·                Children under 5 years old
·                People 65 or older
·                Children and teens (under age 18) who are getting long-term aspirintherapy, and who might be at risk for Reye's syndrome after being infected with swine flu. Reye's syndrome is a life-threatening illness linked to aspirin use in children.
·                Pregnant women
·                Adults and children who have chronic lungheartliverblood, nervous system, neuromuscular, or metabolic problems
·                Adults and children who have suppressed immune systems (including those who take medications to suppress their immune systems or who have HIV)
·                People in nursing homes and other long-term care facilities
 How Is Swine Flu Treated?
Some of the same antiviral drugs that are used to treat seasonal flu also work against H1N1 swine flu. Oseltamivir (Tamiflu) and zanamivir(Relenza) seem to work best, although some kinds of swine flu are resistant to Tamiflu.
These drugs can help you get over swine flu faster. They can also help keep it from being too severe. They work best when taken within 48 hours of the first flu symptoms, but they can help when taken later.
Antibiotics won't help, because flu is caused by a virus, not bacteria.
Over-the-counter pain remedies and cold and flu medications can help relieve aches, pains, and fever. Don't give aspirin to children under age 18 because of the risk for Reye’s syndrome. Check to make sure that over-the-counter cold medications do not have aspirin before giving them to children.
Vaccine for Swine Flu
 The same flu vaccine that protects against seasonal flu also protects against the H1N1 swine flu strain. You can get it as a shot or as a nasal spray. Either way, it "teaches" your immune system to attack the real virus.
Besides a flu shot, there are other things you can do to stay healthy:
·         Wash your hands throughout the day with soap and water. Sing the "Happy Birthday" song twice to make sure you've washed long enough. Or use an alcohol-based hand sanitizer.
·         Don't touch your eyes, nose, or mouth.
·         Avoid people who are sick.

5.   Accordingly, the Government hereby order that the services of those persons who have served the Andhra Pradesh Government on contract/outsourcing basis continuously from June 2 2014 to 31 December 2014, with the prior approval of the Finance Department, be extended up to March 31, 2015, subject to the existing terms and conditions as mentioned in reference seventh cited.
6.   These orders are applicable only to those persons directly contracted by the government departments with the prior concurrence of the Finance Department and persons whose services have been procured from manpower agencies currently serving the field offices located in Villages, Urban Local Bodies, Mandals, Divisions, Districts, Zonal and Multi-zonal offices etc., in the territories that constitute the State of Andhra Pradesh and those working in the Secretariat departments, Head of Departments, State Level Offices if any, where such persons have been apportioned and provisionally allocated to the State of Andhra Pradesh as per the G.Os fifth and sixth read above.
7.   In addition to the conditions mentioned in GO seventh read above, the Departments concerned shall follow following conditions specifically in respect of contractual services.
a.    The contract with the individual employees or with the Manpower Agencies shall not be treated as continuing from the past but as new contractual arrangement for a limited duration.
b.    The departments shall not issue a generic order of contractual and shall refer to the arrangement as ‘contracting services for specific duration with specific terms-of reference.
c.    The departments shall define specific Terms-of-Reference (TOR), supervision system, performance management system, terms and conditions of contract and monitor fulfilment of these conditions.
8.   Based on these orders, the Secretariat Departments concerned shall dispose off requests for continuation of Contract/outsourcing services relating to HODs under their control without referring the files to Finance department.
