ORDER:

1.     Government have been according permission to various departments to hire services of individuals on contract/ outsourcing basis for limited periods to meet the short -term manpower requirements in their establishments. Detailed instructions were issued in the G.O. first read above laying down certain norms and conditions in this regard.

2.     In the G.O., fourth read above, the services of those persons working on contract/outsourced basis as on March 31, 2014, with the prior approval of the Finance Department, were extended upto June 30, 2014. In the reference fifth and sixth read above, the General Administration (SR) Department has issued orders for provisional apportionment of personnel working on contract/outsourcing basis between the successor States of Andhra Pradesh and Telangana.

3.     Pursuant to the enactment of the Andhra Pradesh Re-organisation Act, 2014, State of Telangana has come into existence on the Appointed Day, June 02, 2014.

4.     Government after careful examination have decided and hereby order that the services of those persons working on Contract/Outsourcing basis on June 02, 2014, with the prior approval of the Finance Department, who are covered by the orders in the references 4th 5th & 6th read above and are assigned to the State of Telangana in terms thereof, be extended until further orders or till the actual need ceases, whichever is earlier, subject to the terms and conditions specified in the reference fourth read above.

5.     These orders are applicable only to those persons directly contracted by the Government Departments and persons whose services have been procured from third party, with the prior concurrence of the Finance Department currently serving the field offices located in Villages, Urban Local Bodies, Mandals, Divisions, Districts, Zonal and Multi-Zonal Offices etc., in the territories that constitute the State of Telangana and those working in the Secretariat Departments, Heads of Department, State Level Offices if any, where services of such persons have been apportioned and provisionally allocated to the successor State of Telangana as per the G.O’s fifth & sixth read above.

6.     In addition to the conditions mentioned in G.O. fourth read above, the Departments concerned shall ensure fulfilment of the conditions stipulated below in respect of contractual services:

i)                 The contract with the individual employees or with the Manpower Agencies shall not be treated as continuing from the past but as new contractual arrangement for a limited duration.

ii)               The Departments shall not issue a generic order of contract and shall refer to the arrangement as contracting services for specific duration with specific terms of reference.

iii)             The Departments shall define specific Terms-of-Reference (TOR), supervision system, performance management system, terms and conditions of contract and monitor fulfilment of these conditions.

7.     Based on these orders the Secretariat Departments shall dispose off requests for continuation of contract/outsourcing services relating to HODs under their control without referring the files to Finance Department. After obtaining the approval of the Administrative department for further continuance of contract / outsourcing personnel, the HODs shall enter into fresh agreements for contracting/outsourcing of services for specific duration with specific TOR from time to time. The agreement duration, however, shall not exceed one year.

8.     All the Departments of Secretariat and all Heads of Department are requested to take further necessary action accordingly.

ORDER:

1.  With a view to supplement the workforce based on short-term requirements, the Government has been permitting the departments to hire the services of individuals on contract/ outsourcing basis for a limited duration with the prior approval of Finance Department. The Government issued a general order continuing the services of individuals serving the government on contractual and outsourcing basis up to June 30, 2014, in the reference fourth cited.

2.  In the reference third cited, the Government of India notified the Andhra Pradesh Re-organisation Act, 2014. Accordingly, the residual state of Andhra Pradesh has come into existence on the Appointed Day of June 02, 2014. In references fifth and sixth cited, the General Administration (SR) Department has issued orders for provisional apportionment of personnel working on contract/outsourcing basis between the successor States of Andhra Pradesh and Telangana.

3.   In order to avoid hardship to those contractual / outsourced personnel provisionally allocated to the Andhra Pradesh Government effective June 02, 2014 and whose contractual tenure is expiring on June 30, 2014, the Government has decided to continue the tenure of the personnel provisionally assigned to serve the State of Andhra Pradesh on June 02, 2014, to continue to provisionally serve the Government under the existing terms and conditions until December 31, 2014, pending further orders in the matter.

4.  Accordingly, the Government hereby order that the services of those persons working on contract / outsourcing basis on June 02, 2014, with the prior approval of the Finance Department, be extended provisionally up to December 31, 2014, subject to the existing terms and conditions as mentioned in reference fourth cited.

5.  These orders are applicable only to those persons directly contracted by the government departments with the prior concurrence of the Finance Department and persons whose services have been procured from manpower agencies currently serving the field offices located in villages, Urban Local Bodies, Mandals, Divisions, Districts, Zonal and Multi-zonal offices etc., in the territories that constitute the State of Andhra Pradesh and those working in the Secretariat departments, Head of Departments, State Level Offices if any, where such persons have been apportioned and provisionally allocated to the successor State of Andhra Pradesh as per the G.Os fifth and sixth read above.

6.  These orders are not applicable to the offices/Institutions where such apportionment of Contract persons and the persons whose services have been provided by the manpower agencies has not been made as per the ratios mentioned in the GO fifth and sixth read above.

7.  In addition to the conditions mentioned in GO fourth read above, the Departments concerned shall follow following conditions specifically in respect of contractual services.

ORDER:

1.     In addition to the recruitment of regular employees, Government has also been according permission to various departments for engaging personnel on contract/ outsourcing basis to meet the short-term manpower requirements in their establishments. Detailed instructions were issued in the G.O. first read above laying down certain norms relating to the appointment and the remuneration payable and other terms and conditions of contract and outsourcing.

2.     As per the above instructions all departments are required to obtain approval of the Finance Department for engaging the services of any individual either on contract or outsourcing basis. As these arrangements are intended for meeting the short-term requirements, it is necessary to review the need for continuation of such personnel periodically. However, contrary to the above instructions certain departments have made engaged the services of individuals on contract and outsourcing basis without obtaining prior approval of the Finance Department and sometimes without following any due process and compliance with the Constitutional and statutory provisions.

3.     Not with standing these shortcomings, the Government had issued a general order continuing the services of persons working on contractual and outsourcing on humanitarian considerations until March 31, 2014, vide Finance Department Circular Memo No. 6522 - A / 417 / A1 / SMPC. II / 2013, dt.13.09.2013. This extension was granted to all posts that were reviewed and cleared by the Finance department. However, the granted therein was not extended to the cases where the initial appointment was not done with the Finance department’ concurrence.

4.     In the reference third cited, the Government of India has notified the Andhra Pradesh Re-organisation Act, 2014, which envisages bifurcation of the existing State of Andhra Pradesh into States of Andhra Pradesh and Telangana on the Appointed Day of June 02, 2014. As the new Governments of both the successor states may need some time to take a policy decision on further continuance of the services of persons working on contractual and outsourced basis and to avoid hardship to those working on contract / outsourced basis on March 31, 2014, the Government has decided to extend the services of all the existing persons working on contract / outsourced basis until June 30, 2014.

5.     Accordingly, Government hereby order that the services of those persons working on contract / outsourced basis on March 31, 2014, with the prior approval of the Finance Department, is hereby extended upto June 30, 2014, subject to the following conditions:

i)                The renewal of contract / outsourcing engagement for the period between April 01 and June 30, 2014 should be on the existing terms & conditions and no revision shall be done under any circumstance.

ii)              This extension is limited to those working on March 31, 2014, in the posts and with the terms and conditions approved by the Finance Department.

iii)            Instructions/guidelines of the Government with reference to outsourcing/ contract performance be followed scrupulously.

iv)             These orders do not confer any right on any functionary for continuance after bifurcation of the state on June 02, 2014.

6.     The actual number of employees, category wise and unit wise to be allocated to the successor states of Telangana and Andhra Pradesh will be issued in due course in consultation with the Departments concerned.

7.     All the Secretariat Departments shall collect the data relating to all the Heads of Departments and the autonomous institutions and other entities and prepare the lists for each state separately and furnish to this department latest by April 30, 2014. The information has to be furnished in the form of an excel sheet in the proforma enclosed and emailed to mpa1finance@gmail.com.

8.     All the Departments of Secretariat and all Heads of Departments are requested to take further necessary action.

1.      Mosquito larvae, commonly called "wigglers"
2.      Larva molts (sheds its skin) four times. The stages between molts are called instars.
3.      Larvae get oxygen through a breathing tube called a siphon.
4.      4th instar larva molts it becomes a pupa.
5.      Mosquito pupae, commonly called "tumblers”
6.      The pupa takes oxygen through two breathing tubes called "trumpets."
7.      Only female mosquitoes bite animals and drink blood.
8.      Male mosquitoes do not bite, but feed on the nectar of flowers.
9.      Aedes mosquitoes are attacking during daylight hours (not at night).
10.  Culex mosquitoes are attack at dusk and after dark.
11.  Anopheles mosquitoes are the only mosquito which transmits malaria to man.
12.  The average life span of the female mosquito is 3 to 100 days; the male's is 10 to 20 days.
13.  Depending on species, female mosquitoes may lay 100 to 300 eggs at a time and may average 1,000 to 3,000 during their lifespan.
14.  The mosquito matures from egg to adult in 4 to 7 days.
15.  Most mosquitoes remain within 1 mile of their breeding site. A few species may range up to 20 miles or more.
16.  Several mosquito species are known carriers of significant diseases of man and domestic animals.
17.  Mosquitoes are 140 different kinds in the world.
18.  Female Mosquitoes are attracted to carbon-dioxide and will pierce the skin of people and other warm-blooded animals to suck blood, causing a painful swelling.
19.  The larvae feed on algae and organic matter. They are full grown in 2 - 14 days.
20.  Adults emerge after 1 - 14 days.
